Summary

Save a differently able children in disadvantaged tribal and 2009 Ailla Cyclone affected areas with access to quality education in an interactive and joyful environment. Children are enabled to join mainstream schools, having become confident, independent learners.

Challenge

Access to education in these areas is limited (a) because it is often locally unavailable, (b) because of domestic and economic pressures forcing children to work, and (c) because it has traditionally not been accorded value. Nearly half of rural children in our area are out of school, and literacy levels are around just 33%.

Solution

Institute for the Handicapped and Backward people (IHBP) runs primary schools catering to children from poor tribal, minorities’ families in 42 villages of Backward Block of North 24 Paarganas district of West Bengal. The schools operate in rooms donated by, or rented from, villagers. IHBP involves local communities in the management of its schools and trains local instructors. Our schools equip children with essential skills for coping with the challenges of contemporary life. They learn literacy and numeric skills, hygiene, and creative activities. Visits to city/zoo/library are also undertaken.

Objective

To motivate the targeted rural people towards their village development in the areas of social, economic and health areas.

2.   To raise children and youth in the age group of 3 years to 18 years as full pledged adults by providing them holistic care in the developmental areas of cognitive, physical and socio-emotional

3.   To provide skills to youth to make them develop in their interest and to become self-supportive and productive members of the society.

4. To build the awareness level of the community to the extent of critical thinking and

5. To create awareness on savings and credit, and income generation program to women to motivate them to become self-reliant.

6. To increase the retention rate among school going children in the project area

7. To eradicate the women illiteracy

8. To promote SHGs and form them into a SHG Federation at a Panchayat level to strengthen and control all the member SHGs in the Federation

9. To promote alternate livelihood development through the self help groups (SHGs)

 Long-Term Impact

Enabling differently able and disadvantage children to read and write independently with comprehension; enabling marginalized tribal and minority communities to experience alternative and meaningful education; empowering communities to demand quality education from the government.

You can donate 2000 rupees for one day mid day meal for 100 children with disabilities for regular schooling

India has some 40 to 80 million persons living with disability, it is estimated that about 30 per cent of them are children below the age of 14 years. In India, most of the disabled children do not receive any form of education and poverty is the biggest cause of disability in India. Low literacy rates and widespread social stigma are making disabled people among the most excluded in Indian society. At least one in every twelve households has a member with disability and illiteracy and poverty among the disabled families in high. Children with disabilities are 5 time more likely to drop out of school than average. Institute for the Handicapped and Backward People, with the help of its dedicated well trained staff and volunteers have done an extensive research and survey amongst the different villages, town of South 24 Parganas District and surround Kolkata and its adjoining areas. From the data collected through this research and baseline survey IHBP has come to the conclusion that out of the total population of the said area a large numbers are disabled children and people. Out of the disabled people a majority of them are from the poorest of the poor family. Though the government has started different projects and programmes for the welfare and benefit of the disabled people, the condition of them has not changed a bit. Through our survey we can say that the awareness amongst the parents of these disabled children is negligible and they are not aware of the different schemes and programmes of the government and its different welfare projects. We may further add that from our survey we can say that there has been some genuine lacking amongst the government employees involved in the different awareness camps or they have not acted with full social or moral responsibility. For the parents the disabled children are a curse and they will have to live with it. As most of them come from socio and economic backward background and are not educated they are least bothered and are not willing to spend any money or time on their disabled children. They have left their disabled children on their fate. As the matter stands we art first have to thoroughly generate awareness amongst the parents of the disabled children. The above mentioned disabled children of the said area are in urgent need of help by education, socioeconomic rehabilitation and primary basic amenities in all respects like, heath, education, living conditions and toilets sanitation and mobility accessibility. IHBP as a socially dedicated NGO working for the total development and upliftment of the disabled children and people both men and women sees it as its moral and social duty to do some productive and constructive work for the welfare of the said disabled children and people. IHBP concludes with the fact that there is a huge scope and responsibility on the part of government and the implementing NGO to bring a socio-economic development, education and basic amenities amongst the needy, poor disabled children in the South 24 Parganas District, Kolkata and its surrounding areas.

Our Organization visualizes that the backwardness and deprivation of some section of the society are the manifestation of the unequal and unjust structure, where a few control power and resources. The basic issue that hinder the overall development of society and the deprived section is unequal access and control over the means of productions-land, resources, technology etc. Besides, lack of resources among the weaker sections, unequal access to services like education, medical facilities and information. Destruction and alienation of the self sustaining natural resource base of the poor on one hand and the increasing control over these resources by commercial interests on the other are the major factor for the deteriorating status of large sections of the rural poor. The end result is that the poor sections are forced to live either a marginalized existence or alternately migrate to urban areas in search of livelihood. This in turn not only leads to their displacement, but also alienates them from their cultural heritage, which is an inherent part of their life style. With our experience over the year through grass root work with rural poor and advocacy efforts , we have realized that , unless the marginalized rural poor and tribal develop the capacity to understand , involve and utilize the potentials and the opportunities on one hand and questioning the injustice and irregularities including the corruption and leakages, any developmental programs. The overall goal of the project is to enhance economic opportunities in the project area to benefit women and men including youths so that their level of income increases and they have better access to services. The project will achieve this goal by introducing entrepreneurial skills to the targeted beneficiaries and sustain them through collective production and marketing activities. The project area has one of the worst poverty indicators in the country. Low skills have led to lack of employment opportunities which has further complicated the situation with high migration, trafficking and poverty affecting the households.

Special School for the Intellectual Disability

Institute for the Handicapped and Backward People has been running a Special School for the Hearing Impaired since 2001. All the students under this Program are provided quality education and training by experience and qualified Special Educator. The students are also provided Educational Kits, School Uniform, Tiffin, Notebooks, Books etc. 

The main expenses for each students are:

a) Tuition Fees/Honorarium for Teachers = Rs. 2000/- p.m.
b) Travelling Expenses (as most of the students are poor and needy = Rs. 500/- p.m.
c) Medicine = Rs. 100/- p.m.
d) Tiffin = Rs. 400/- p.m.
Total Rs. 3000/- p.m. x 12 = Rs. 36000/- per session
Apart from this Rs. 1500/- towards 2 sets of School Uniform per academic session and Rs. 2000/- towards Educational Kits.
Total = Rs. 3500/- per session
Hearing Aid = Rs. 5500/-
Contingencies Rs. 650/- p.m. x 12 = Rs. 7800/- per session
Group Total Rs. 36000/- + Rs. 3500/- + Rs. 7800/- + Rs. 5500/- = Rs. 52800/- will be needed towards education and training of each student.

The primary objective is to prepare infants and children upto 6 years of age for schooling in special schools and/or integration at the appropriate stage in regular schools. The project also provides for therapeutic services, day care and counseling of parents. Special school projects for the mentally challenged, the hearing and speech impaired and the visually challenged are supported. The main thrust of special education is to develop communication skills and other sensory abilities, with the end objective varying from acquiring daily living skills to integration in regular institutions of learning and society in general. Residential facilities can also be covered under the grant. Continuing projects for special schools for Orthopaedically Handicapped children are being funded, but there is no model project. Project for Cerebral Palsied Children The objective is similar to projects for special schools, with more emphasis on catering to the therapy needs of the individual. Vocational Training Centres These projects are meant for persons with disabilities in the age group of 15-35 years and are expected to provide skills to enable such persons to move towards economic independence. An illustrative list of trades and the maximum period of training has been specified in the scheme. To manage behavioral problems and to impart special skills, self-help skills, and cater to the therapy needs of mentally challenged children. To apply the single window concept of providing for the plurality of therapy needs of the beneficiaries. RCI recognized BRS graduates who can provide for the above viz. speech therapy, physiotherapy, occupational therapy as well as psycho-therapy and parental counseling are encouraged to be recruited. Efforts should be made to use their services and dispense with the practice of hiring persons separately for each of the therapeutic services. To strive towards development of speech to facilitate integration in regular schools and the extent of effort in this respect would be the index for performance of the project. The transfer from this stage to special schools should be limited to the extent possible. • To identify the need for and to provide appropriate therapeutic services in the area of speech and hearing. • To provide day care management of the disabled child. • To involve parents through counseling as an integral part of the preparatory intervention and ensure their participation in the programmes to be developed for early intervention. • To ensure implementation of adequate measure for Disabled child education in the targeted area. • To improve the quality and effectiveness of the educational, social and economical growth of the disabled child. • To mobilize community for active participation in enrollment and retention of Disabled child in schools. • To develop strategies to engage community leaders, schools, government officials to support, promote and advocate for disabled child education and training.

Special School for the Hearing Impaired

All tthe beneficiaries under this Program are provided quality education and training free of cost. The students are also provided School Uniform, Educational Kits, School Bags, Books, Notebooks, Nutritious and hygienic tiffin.

 

The main expenses for each students are:

a) Tuition Fees/Honorarium for Teachers = Rs. 2000/- p.m.

b) Travelling Expenses (as most of the students are poor and needy = Rs. 500/- p.m.

Instittute for the Handicapped and Backward People has been running a Special School for the Cerebral Palsy since 2001. The beneficiaries under this School is provided qyality education and training. As physiotherapy forms a internal part in the training manual of a Cerebral Palsy children, all the beneficiaries under this program are provided Physiotherapy by Specialist.

 The main expenses for each students are:

b) Travelling Expenses (as most of the students are poor and needy = Rs. 500/- p.m.

c) Medicine = Rs. 100/- p.m.

d) Tiffin = Rs. 400/- p.m.
